In 1991, the then-President Ali Hassan Mwinyi appointed a commission led by the late Chief Justice Francis Nyalali to gather public opinions on whether to continue with a single-party system or adopt a multi-party system.
The commission’s report led to constitutional amendments and the establishment of a multi-party political system in Tanzania.In 2021, a stakeholders’ meeting was held to discuss the state of democracy in Tanzania, resulting in recommendations for electoral reforms.
Consequently, in December 2021, President Samia Suluhu Hassan formed a task force to assess the state of democracy and propose improvements.
This led to the enactment of the Independent National Electoral Commission Act No. 2 of 2024 and the Presidential, Parliamentary, and Councilors Election Act No. 1 of 2024, officially renaming the commission to the Independent National Electoral Commission.
